A specially modified Avro Lancaster, Type 464 (Provisioning), flying at 50ft over the Lincolnshire fens in May 1943. The RAF's 617 Squadron had been formed in secret at RAF Scampton less than two months earlier to make low-level precision attacks on German dams on 16/17 May.
This sort of low-level flying produced complaints, not least from farmers about the effect on their livestock. In this case only a few ducks are being scattered.
